Oral sex is considered to be a relatively low risk experience even though the mouth is lined with a mucous membrane which is rather delicate and easier to penetrate than say the skin on the back of your hand. A scratch, cut or even an abrasion makes it more susceptable to entry though.

On normal, unbroken skin it is extremely difficult for bacteria or viruses to work their way through it and it is the same with the penis. Any abbrasion or cut though, makes it much more likely that entry could take place.

It is highly unlikely that anothers cum could be forced all the way down the urethra. It's quite possible to get another's cum onto the opening (meatus) though so again unless it had been scratched internally it would not be anymore risky than oral.
