Ordinarily, I'd prefer darker hair. In this instance, the brighter hair looks better. It's more vibrant and matches your clothes better. Your eyes stand out more in the second picture as well.

I think the dark give you a more innocent look, and makes you look somewhat younger, while the red gives a bit more dressed up feel, going out on the town type of vibe, with a hint of suductress,......
or maybe i just get that from your expressions in the pic.
