A Cis-female friend of mine wants to get into the escorting business for the first time, and would prefer to work for a reputable female-run agency, for the sake of her safety and to have a good employer-employee work environment.

You are in the wrong type of site, here.

You didn't say where she is located (city-wise).
In Montreal there are a couple of cis woman erbs (escort review board)s that i know of.

In Toronto and the GTA
There is www.terb.ca

Out west in the Prairies and BC
There is www.perb.ca

I have no idea about the maritimes (east of Quebec), like New Brunswick, P.E.I., Nova Scotia or Newfoundland and Labrador.

All the ERBs mentioned will have information about escort agencies for cis women. Tell her to join an erb in her area and ask questions on the forum, she will get LOTS of information in THOSE forums, but not here.

Those erbs are are filled with agencies and agency girls who can offer advice and information about getting started.

Over the years I have come to know several local female agency owners and I can attest that their being female did not guarantee they would be either empathetic, honest or reliable employers - in fact, crooked is a word better suited to describe two of them e.g. girls were ripped off, harassed, followed and even had to pay fines to the owner for things they did on their own time.

I would suggest that you try instead to search for honest and reliable owners regardless of their sex or sexual persuasion. I realize this may be tough information for you to dig up unless you or your girlfriend know girls who are already working and can provide some inside information.
