It all depends.

Sometimes when taking HRT over a certain amount of time kind of shrinks and kills things so no. Pre HRT trans women can but.... If she had SRS then no way.

While it is not correct to say that any TS could impregnate any female it could be possible for a TS to father a child provided that she is still producing healthy spermatozoa (the little swimmers in her sperm) but any TS’ that have had their tubes tied or cut (vasectomy), their testes chemically disabled or surgically removed (castration) could not possibly be on the potential fatherhood list.
