Working girls tend to shy away from cities where you have to get a license (of which I think Edmonton is one of) because then officials can use that info on you... unlicensed you can get picked up and charged a fine, and again that can go on your record. for example in travel if they pull up your info when entering a country they can see that and wonder if you are travelling to work rather then pleasure and can refuse you entry.
