To me it looks like Town and Country Residence.
Perhaps the Town and Country Apartment in Downtown Toronto.

Not sure how you have seen people change their ip.
You can use ip spoofing but I doubt the people we are speaking of here are that sophistocated.
You can use an internet hotspot or cafe.
Additionally you can use a proxy server or anonimizer.
Although I think all the anonymous sites are blocked here.
