If you can make it downtown try the Toronto Reference Library at 789 Yonge Street which is on Yonge just north of Bloor.
They have a beginner's course on designing & maintain your own website called "Digital Design Studio Basic II".
The instructor there is very knowledgeable, friendly & extremley patient when dealing with novices.
