Many reasons.
Sometimes tgirls sign up and add pics a week later.
So i do not delete profiles that do not have pics because of this.

I only approve thumbnails for those that have face pics, not just any pic.
Sometimes they have pics of their body and ass but no face pics, so they are still there but get a much lower ranking.
Eventually i will have 3 rankings:
1. Face pic
2. Pics but no face.
3. No pics.

Since i am not the official shemale police I cannot try to decide who is worthy and who is not. If i asked the tgirls I would end up with 10 ads left, that just doesn't work for my site.
