Yes anyone looking up this type of info and providing it to you would get fired and charged by the police in most cases. You could be charged as accessory.

If the cell phone number is not listed in a directory somewhere with and address you will not be able to find it. Cell phones have no fixed location like landlines so the address associated with any cell phone is a billing address only which may or may not be where the person lives.

Have someone phone him from a different number, express an interest in what he is selling and then find out where you can go to see and maybe buy it.

call your cell provider and have his number blocked, problem solved

or phone any local spy store and they will do this for a fee. they call the number, odds are he has a GPS enabled phone, their software tells them exactly where he is. they sell you this info and yes it's legal. (why you should never own a GPS enabled phone)

you can also buy spywarez where you con somebody into going to a site you send them via text msg, and malware is installed automatically on their iphone, blackberry or whatever without them knowing. then you log in and can listen to the conversations, see SMS and track the phone. spy stores also sell this service
