      With the withholding tax on gambling plus other taxes and fees and fines,
      I think the US government is the top Banana in Vegas hands down.
      Followed by CSI, Tom Jones, then maybe the Mob.

            The main thing people say that it will make Toronto a world class city.

            I agree with you, it doesn't make a city a "world class city". Lots of things will make a city world class, a casino is just one more thing.

            The Charlevoix casino in Quebec didn't make the area a world class city; Mr Desmarais' palace would probably be a better attraction :P
            It attracts tourists, though, in a place where it is needed. Lots of cruise on the St-Lawrence will include a stop at the Casino. Both foreigners and locals.

            In Montreal, being a big city, it attracts lots of people. I doubt someone form L.A. or New York will make a trip to Montreal just for the Casino. However, if they happen to go to Montreal and they like gambling, they will likely go to the Casino.

            I haven't seen any studies on this, but imho, what it does, is keep the gambling money legit and local. Local gamblers who would otherwise resort to travelling abroad or go to illegal gambling places will likely go there. So, it's a bonus for public finances, even if it's private, some of the money will be taxed and the winners will spend their money locally. The losers... well, I suppose it's cheaper to take a cab back home than an airplane.

            I don't see the need for a casino in Toronto, but I don't live there either, so who am I to judge, really? I will say it was good for Montreal to get a casino, for reasons stated above. Will it be good for Toronto? Perhaps. I am not entirely convinced it would work in a city like Toronto, but if it prevents people from going elsewhere, it might be a good idea.

              Toronto is a business city. People live to work. In Montreal people work to live. Toronto has a 2am curfew due to their business environment.

              If there is indeed a 2am curfew in Toronto then it is not enforced in any way. 2am curfews worked 25 years ago when everybody worked 9-5, Monday-Friday, and stores were closed Saturdays and Sundays.

              Toronto has a serious revenue problem, and people are completely opposed to paying more taxes. There needs to be something done to generate revenue.
