There is no definition of a Transsexual in which SRS is required. If fact, our government feels the same way as many of us here, in which they don't have SRS and are recognized in Canada as woman by the Government and have all our ID as Female.

There is a huge difference in emotional, psychological, and physical state of someone who seeks to complete their transition with SRS (ASAP when medically and financially possible) and those who set out with a goal to keep their male genitalia intact.
