Yes it is essentially legal because the purchasing part does not make sense. Just like most of the marijuana laws make no sense, so they don't enforce them fully.
I've not heard of anyone charged with prostitution or being a John in Canada for many years.
Occasionally they will get tagged for not having a proper business license, if cops want to run them out of town.
I'm not even sure if they round up street hookers anywhere anymore.
You can tell it is legal because "Massage" places are opening up everywhere and nobody is stopping it.
My city is bending over backwards to zone and license these type of services since they didn't support it before.
Now there is all these mini brothels everywhere.
Anything you do in private with an escort should not be a problem.

The only way to arrest a client its if he’s setup by a police operation. Like they take a female officer and dress her as a prostitute put her in the street and wait for solicitation... That happen once in a blue moon and only idiots get caught...

I assume it would be harder to find someone to impersonate a girl than a tgirl.
Still in Canada with Sex work being legal with a "purchasing" exemption, they generally would not enforce a law that they are likely to lose in court.
I'm pretty sure any case would show the laws are not logical.
I don't think Provinces or Cities can create laws that overrule the Federal law.
Provinces and Cities will regulate them as businesses and zone them and license them.
So Provinces and Cities may require licensing and also say you cannot do sex work in a residential neighbourhood or on the street.
That way prostitution on the street is illegal in a city or other area by local bylaws, however they must allow sex work in some form.
As I say most recent enforcement against escorts has been local police citing them for not having a business license.
No one is supposed to run this type of buiness in a city without a business license, and if they have a license they have to follow zoning restrictions.
They also treat locals different than travelling tgirls usually.
