Probably won't find much about this one.
Hard to say where the picture came from and how old it is.
The picture is posted on several blogs but it is just this one picture.

Seeing this was posted in a Sissy gallery and named sissy18 it is most likely a one time pic of some crossdresser.
It appears they are wearing a wig and the photography is not studio quality so it is completely amateur.

It also does not look like a capture from a webcam session, else you might be able to find them on one of the many cam sites.

If there is any other pics like this out there they may be on personals site, or crossdressing sites etc.
Chances are it is just a one of picture from a dating site or something. Possibly places like 4Chan or picture posts like that might have more pics. Most likely this is the only pic you will ever find and almost no chance this is anyone of note that can be named.
