Your sugesstion is really good as such a list will help in
1. one a ready reckoner for all and new so that they dont fall into any trap .
2. such a list will also make these fraud aware that they are loosing the customers and they better not indulge in their cheating behavoiurs.
3. such a list also need to be real time , so contributions from everybody is required . Any behaviour out of norms by these shemales , we can post the same and these shemales get dropped off the list .
