Contract schmontract.
I'm not concerned with the legalities of the situation, but with the ethics.
If a person calls a recognized service provider and books an appointment they have an ethical (dare I say moral?) obligation to follow it up.
Obviously circumstances can change, and plans must be altered, but to simply "no show" is cowardly at best.
We customers like to call ourselves men, but so often many of us act like silly little boys.

Like you said before, some people have manners some don't. Why do some people hold the door open for you, while others close it in your face. Manners, Morals, mommy raised you right, class...some have it, some don't.

Three words: Record the Call

Let's be honest here,

1. we cannot record the call without advising the client
2. we tell a client that we are recording the call and the client probably hangs up
3. to get the money we have to go to court. too much trouble and too much money for the amount

But I have a question. How do dentists get away with it?

I got to be honest with you, I am laughing my bag off right now! IF I phoned a shemale prostitute and a recording came on advising me the call was being recorded for say .... customer satisfaction etc.... I would hang up! PERIOD. Lets get a snort of reality here people! Drop a line on the coffee table, I'll roll a hundred! Geezus almighty! WTF. la gente estan muy loca johnny! Yes! this used to upset me but, after a while you get use to the business. I think cancellation fees are ridiculous. I've had clients drop off money for cancelling but that was totally up to them and I think its really sweet but its not a big deal. What does bother me about no-shows is the uncertainty of booking someone else who wants to show for around the same time, That's what makes it inconsiderate to the SP. I've been double booked before and its not really my favorite situation. However I'm very straight up with these guys and they are usually understanding.

Just a thought....

.....maybe during the initial set up call, give the guy the option of calling to cancel. maybe if it's put on the table right away if he gets cold feet ( not me, more balls than brains....lol) he may feel less queasy about calling to cancel.....but i think Shyla is right...the more you can talk it up the more he'll be looking forward to it and probably not cancel. So many variables to consider there's really no hard and fast answer.
