As for your flipping the statement as in what "if the homeless man..." That would be called "resisting arrest". Most authority goes in one direction. The sergeant can bark orders at the private but not the other way around . It's called insubordination. A parent can tell a child to "Behave or you will be sent to your room" A teacher can tell a student to go stand in the corner or to the principal's office. A boss..... But in all these cases and more it doesn't work by flipping it around.
